Free photo editing software to adjust pixel size of photo

I'm looking for a FREE photo editing software that can change the pixel size of a photo to fit specifically into a website template... I tried Seashore, but couldn't find a way to change the image size???

Gimp is free it may do it.

If you just need to adjust the size of a photo/image, you can do it in Preview. Open it up in Preview, and go to tools > adjust size
