Any application that can print can also make posters. If you have a printer that accepts A4 paper, then any application that can print will print A4 posters.

If you need a graphics app to do it, The GIMP is a good one, but complicated. Simpler is Skitch (App Store, http://itunes.apple.com/us/app/skitch/id425955336?mt=12) or Seashore (DL, http://seashore.sourceforge.net/The_Seashore_Project/About.html).

For Page Layout, which will be better for more text-heavy posters, something like Scribus (DL, http://www.scribus.net/canvas/Scribus) will do the trick nicely. Otherwise, you can use iWork Pages or Microsoft Word if you have them. Another free alternative to Word/Pages is LibreOffice (DL, http://www.libreoffice.org/), though LibreOffice has a huge amount more functionality then just posters (It's a complete replacement for Microsoft Office, and it's a great product).

For any of these, directions for setting the page size to A4 can be found easily by googling for the application name and page size.
