Free to uogradr music to iTunes plus now?

Now that we can redownload songs from our iTunes app does that mean songs you bought at 128kps are automatically redownloaded at 256kps? Also it's free to redownload from the cloud thing right I just redownloaded some things I had bought.

I just downloaded a bunch of old stuff I lost on my external when it crashed (iTunes library was on it). It all downloaded as 128 kbps Protected AAC, not 256 "Purchased Music". Kind of a bummer. iTunes Plus upgrade still is needed I guess.
