Free Web Design Software

Hello,
I need some recommendation on a good free web design program. Does anyone have any experience with one? It doesn't need to be really complex. Just something simple to make a nice website quickly.

In my opinion the best easiest free web design software is Microsoft Web Matrix, I run it with VMware Fusion and Windows 7.
