Are there free webhosting sites that's compatible with iWeb? I don't want to pay the 99 bucks for mobileme just to have a personal website

I may be wrong, but I think you can only directly publish to MobileMe. There is an option to publish to a folder, but unless that folder resides on a web server, it won't work online (you would copy the folder to your site, but the links in the pages would not match up). Someone else may have a workaround, but as far as I know you can only easily post to MobileMe.
publish to a folder and then FTP it to your website using an FTP client for Mac such as Cyberduck.
