at first i thought this was going to be one of those sites like http://www.unlockedfone.com .. annoying sites, yeah they work, but it takes a lot to get a free phone.

But the one you posted is different, I dont know anything about it, but it looks fairly legit.

If they are able to offer a phone much cheaper than everyone else, I'd run away. There is no such thing as a free lunch.
