I am thinking more along the lines of freelance translators or interpreters, but any freelancers are welcome to answer.

Do you promote or advertise yourself in any shape or form, or do you tend to wait for word of mouth to hit you? If you promote or advertise yourself, how do you do it?

Have you made yourself, your CV, and your skill set known to NGOs, and international bodies & organisations in the country? Have you taken steps to alert other bodies, such as international businesses, and educational establishments, to your existence? What about news media?

We've hired freelancers for simple one-off jobs on freelancer.com (used to be scriptlance.com), though never for translation. There are other sites like it, too.

You might want to check that out. They also function sort of like escrow, so it saves you the worry of not getting paid.
