My current drive is 500GB and it's using about 460GB...my new drive is only 300GB(SSD) so what will happen if I try to restore from a timemachine backup? Is this even possible or will I be stuck dragging apps/files from my old drive to my new one?

Oh, come on! You know very well that you cannot place 460 GB of files on a 300 GB volume. Why would you even ask such a question?

I'm asking how the restore process will handle it? Will it just not let me or will it only do settings/documents?

🙄 You know it won't work. So why even try? The OS should prevent you from making the attempt. However, you seem bound and determined to foul-up your system.
 
You just restore the files you need. So exclude things like music or documents and put them onto another drive.
