It's in the /Developer folder. I installed XCode and the iPhone SDK. Is this not meant to be hidden or this a different one that came with one of those two installs?
 
usually there is a "shortcut" to usr within the start up volume, but Im not at my mac, so Im not sure where its supposed to be... but it is viewable by default
 
Since Leopard is UNIX based, it does contain a usr folder, but that one is hidden. When you install the Developer programs and what not, it will make it's own. This is for if you are working in a cluster and what not and to make sure the OS is not being modified readily from network users.
