From Tiger to Lion

My friend wants to upgrade her 2007 Macbook Pro from Tiger to Lion. What's the best way to upgrade? She wanted to buy Leopard then SL and Lion, but it is quite hard to find a Leopard CD locally.

I read that it is possible to upgrade from Tiger to SL with SL 30$ upgrade CD. Is it true? Is it still possible?
