So I have my Finder set to 128px and Snap To Grid and I have set that as my default, but not every folder seems to respect that, and some folders when I open them, while the windows fits, lets say 8 files left to right, it instead insists on going farther than that instead of properly bringing all the files into a window I only have to scroll down. Also, if I change the window size the content doesn't seem to resize/arrange at all.

Anyone have any idea what I'm just doing wrong? IN my attachments one windows is the right icon sizes but doesn't resort when i make the window larger, the other the icons are flat out the wrong size. There is no consistency.

I agree, there is no consistency. There was a change in an early OSX version that made it so a new window was not opened each time you "drilled down" in a folder structure, instead opting to show you the contents of the next folder in the current window.

Prior to that, when a new window would open for each step in the structure, you could set each one to whatever size parameters you wanted, as well as what position on your screen, and that would be saved. With the change, the next folder opened does not change the size of the Finder window, or move the window. I think that's why the behavior you described comes into play.

So, it's not smart enough to Inherit the display settings of the parent folder?
 
In my experience, as long as I have not customized settings in a folder, it retains the settings of the parent folder. But once a folder' settings get tweaked, it, rightly in my view, maintains the new settings, regardless of changes made to the settings of the enclosing folder.
 
This is one of the reasons I prefer the column view to the icons, though my biggest reason is more information density in a smaller area to quickly scan. That and I like how the Search function works for that view better than others.

Normally I agree with Column View but a lot of the files I use are Photos/images and i prefer a larger icon to ID them as I don't always remember the file name and the icon in Column is to small to see.
