Yes, you should be able to access FTP servers with Safari...or Firefox for Mac.
However, you should probably just use an FTP client like CyberDuck which is awesome and free. http://cyberduck.ch/ It will be more reliable and have more configurable options and simply using your browser.

Not that I'm aware of. But free ftp apps are available. I use Fetch. Cyberduck is real good as well.
