Hi all,

I currently have a sim-free iPhone 6 Plus which I use on AT&T. I've travelled with the phone to Taiwan and was able to use it with a carrier there.

If I bought the Verizon of the iPhone 7 Plus by paying full price, would the phone be fully unlocked so I can use it with AT&T and abroad?

Go to Apple's website and go through the process of purchasing the phone. You should see it say:
One-time payment
$769.00
Unlocked iPhone connected to Verizon Wireless​
 
Verizon CSRs are not allowed to sell a Verizon phone without it being attached to an account. So, you'll probably have to do this with Apple.

BTW, all LTE capable phones on Verizon come unlocked out of the box whether you pay full price or not. It's an agreement they have with the FCC.
