Full restore iOS 9.3 iPad mini 2 bricked my devices

I heard about 4s or iPad 2 but no about iPad Mini 2

If I try restore with 9.3 iOS download from apple servers (iPad 4.4 9.3 13E233) then iTunes advise that is not prepare for such firmware. So iPad get restore mode and get 9.2.1

I need reboot mac and iPad for avoid 9, 4013 error, then I get restore with 9.2.1

The device was update previously at 9.3 via beta program.

Is there a way to get restoration with full 9.3 and not via OTA?
