Can I buy an iPhone without an AT&T contract?
No. iPhone requires a two-year AT&T wireless service contract.

Doesn't mention paying full price or not though.. so not sure!

if your reservation says full retail price, it's probably b/c AT&T server timed and and it did not see if you were eligible for upgrade. Happened here too. I rodered a 32GB for me, got the $299. Then reserved 16GB for my little brother and his said $599 even though he is upgrade eligible. When we pick it up, I'm sure it will be straightened out, I'm not worried.

QFT. Same thing happened to me (with a 32gb model). This happened for me at the 3G launch as well and had to straighten it out at the Apple store with a rep. Took about 5 minutes but was easy as pie. Hopefully the at&t servers will cooperate this time around too.
