Full Screen with dual monitors

I'm running a second monitor and when I go full screen with an app it blacks out the other screen. How can I go full screen on one screen and continue working on the other one?

There is an option in 10.9 that lets you do this. It is in the mission control settings, and it says something like have each monitor in a seperate space.
