Fullscreen Safari Flash On External Display Hides Menu On Main Display

I'm using my TV as a 2nd display to stream March Madness. When I fullscreen the Safari window to fill the TV, I can't switch back to a separate Safari window on my iMac (primary display) without keeping the menu bar active.

I've Googled, searched the forum, and messed around with Mission Control but haven't found a solution. Does it have anything to do with Flash or is there a workaround that I'm missing?
