I remember being told a long time ago to fully charge phones and fully drain them for the first cycle. Is this still a good thing to do with electronics such as a new iPad or laptop to maximize battery life?

"Maximizing battery life" is tilting at windmills. Use your iPad how you want to. All batteries degrade over time, and you will never know if your battery lasts longer because of the time you spend trying to maintain it.
