Function keys by Application

Hi all, this may seem like a silly question but is there any application out there that changes the default function key actions depending on the active application?

Example:

I love to use the Function keys as the default (brightness, volume etc.) when using most applications.
When I am using Autodesk Maya and Adobe Flash for example they use the Function keys a lot (F1 - F12). In these cases it is a hassle to press Fn and the key.

I have tried FunctionFlip but this is not what I am looking for as all 12 keys are used frequently.
Has anyone had this problem in the past and use/know of any software that can achieve this?
