Ok my pet bird wrecked the function keys (the rubber buttons and "scissor" mechanism) of my mbp13 so there are some things i want to know.

1. Are the keys, "scissor" mechanism and rubber button replaceable individually? How much would it cost?

2. If they can't be replaced individually then what do i have to buy to get a fully functioning non-external keyboard?

You can buy the keys on ebay individually for like a buck each. Just make sure they come with the scissors or buy a set of 10-20 scissors separately if they don't.
 
You can get a replacement keyboard on ebay for ~$40. Problem is, you'll have to tear down the entire machine as well as remove / replace 50 screws the size of your average flea to get it installed. But, if the rubber under the keys is damaged, it might be your best bet.
