can't be permanently enabled? like in old macs when you have a config to 'reverse' what the Fn key does?

I played with a 13"TB for a while in the store in ams airport and found no config to enable that.
 
The only time I ever use function keys is on WinDoze, and that's only at work.

The function keys on the Touch Bar come up when you press the Fn key. Time to come into the 21st century

well, no thanks. i use my laptops for work.

app by app basis seems too much trouble.

Your computer exists because of programmers. Just try programming without function keys. :)
