Let us predict the possible minimum requirements to just run as well as to run really well future iOS versions.

Let us start with iOS 11 for those who don’t know already.

iOS 11

Minimum

A7 + 1GB RAM
iPhone 5s
iPad Air or Mini 2 Retina

Recommended

Most A8 + 2GB RAM (perhaps even A8X)
iPhone 6s or SE
iPad Mini 4 (perhaps?), iPad Air 2, iPad 2017, any iPad Pro

iOS 12

Minimum

A8 (unlikely to be A7 but possible)
1GB RAM (perhaps even 2GB RAM)
iPhone 6 (perhaps iPhone 5s, unlikely to be iPhone SE or 6s, that’s highly improbable)
Highly likely to be iPad Mini 4 or above,

Recommended

A9 maybe even A9X or A10
2GB RAM min, maybe more to run really well.
iPhone 6s or iPhone 7 or above. Certainly no higher than an iPhone 7+
Difficult to predict so soon. Could be as low as an iPad 2017 or as high as any device with 4GB RAM. Realistically I would say any iPad Pro any gen is a good middle bet.

iOS 13

Minimum

A9
2GB RAM
iPhone SE or iPhone 6s
iPad 2017 or any iPad Pro. If we are lucky then even iPad Air 2 but that might not happen.

Recommended

A10X or A11
3GB RAM or more
iPhone 8. Min.
iPad Pro 2nd Gen.
