fuzzy menus in DVDSP

I'm working on a project with a main menu and 3 sub-menus. For some reason, the main menu appears sharp on the final DVD, but the sub-menus are soft, even though they were all built identically.

These are overlay menus, with a video background made in FCP. In Final Cut, all 3 menus look sharp, and when made into a menu and simulating them from DVDSP, all 3 look soft. Once I compile the final DVD, however, the main menu fixes itself and looks fine, but the others don't.

Any ideas? :confused:
