This is likely known to nearly everyone, but just mentioning here so others don't waste time like I did.
Even though I have been using Mail for decades, and thought I'd try out the VIP senders feature for the first time and expected to see VIP senders in Mail from any Mailbox on the Mailbox.
Only VIP senders in your iCloud inbox appears in their VIPs smart mailbox on the Mail App.
It appears Google inbox is not included and I would assume that would be the case for any IMAP inbox not coming from Apple's iCloud.
I now understand this feature was intended to help you sort your Inbox Mail, and that is why other Mailboxes you have are excluded from consideration, i.e. if the message is in another Mailbox you have already 'considered' it.
Note: I would find the feature more useful if would at least include any Mailbox on Apple's server, but do not mean to say Apple's implementation is necessarily wrong.
