I let my phone fully discharge this morning and went to do a full charge. Plugged it into the Griffin Powerblock and after an hour it hadn't done a thing - still showing as fully discharged.
I then plugged it into the supplied Apple usb/power supply that came with the phone and it immediately started to respond.
The Griffin seems to be able to charge the phone when the phone has a partial charge but, for some reason, can not charge it once it's fully discharged.
The only difference I see in the specs is that the Griffin is rated 500mA and the Apple is 1-amp.
