Game Center friend requests spam?

I received a Game Center friend request, it is the first time I have received one of these and I have no idea who the person is and I do not use Game Center. Is it common to receive spam friend requests via Game Center?

I get some once in a while. In settings under game center, there is a game invites section. I have "allow invites" and "nearby players" turned on. So I assume I am a suggested person to someone and they just send me an invite. I usually decline.
