iPad mini Game Center Pop-ups

Love my IPad Mini, but when playing games I constantly get the Game Center pop-ups. Usually I can get out of it by hitting "Sign-out, twice and then cancel. This last time it wouldn't go away, I had to hard turn off my iPad Mini, then it took the Sign-outs and cancel. I even have it turned off in Settings - Notifications. This is so annoying. Does anyone know how to get rid if it? I don't know why sometimes I get it and sometimes I don't.
