Garage Band loops for all users

I am having some trouble in Garageband 08 installing loops on the admin account and having them show up in the standard users account.

I have googled it a bit and found out about the preferences settings to allow all users have the loops available, but it does not seem to work. Can anyone give me any ideas. I am running the most up to date version of leopard.
