So I know that this thread it already posted, but the last post is 2 years old, and I would like a revised answer. So I just tried garage band and fell in love with it. problem is, I dont have a Mac nor the money to buy one or try nor do i have the time/knowledge to hack my PC into making it run and Mac OS.

So, are there any good programs like garage band that a PC can run?

It Depends. If you want to record your own stuff or pull from CDs etc then you can use Audacity (http://audacity.sourceforge.net/ or http://en.wikipedia.org/wiki/Audacity), it's free and will run on mac, linux or windows.

If you want all the canned instruments etc then you want to look at something like cubase (http://en.wikipedia.org/wiki/Cubase)

For recording and modifying existing tracks then I'd look at audacity - very good value for money.
 
one of the things i really like about garage band was that you have the ability to create your own tunes using loops of sounds in the GB database, do those programs have something similar?

you don't have enough money to even buy a refurb Mac Mini? You could run garage band on that and you can snag it for under $500!
