When I Export to .MP3 from Garagaband, it goes through the motions of exporting the file - doesn't report any errors. Then... if I try to locate the file it supposedly just created, it's nowhere to be found. Has anyone else experienced this kind of problem. Is it possible that I'm just not doing something correctly - some magic option hidden somewhere that I need to turn on?

Weird. Really, really... WEIRD.

Have you looked for the file in ~/Music/GarageBand? Try saving it somewhere simple like on your desktop as a change. If it doesn't generate the file there could be something wrong with your GarageBand application. The only way to test that out is to create another user account, put together a brief song consisting of just some loops put together, and try to export out to the disk again. If that still won't work you will probably need to reinstall GarageBand at that point. If it does, you could have a damage GarageBand plist which you can delete without harming the system.
