I'm pretty sure this has happened before with me. But I noticed it when I really liked this loop called "Mono Synth" or something like that (I have the jampacks from Logic Studio) but now, I can't find it anymore in the loops. What is going on here ??

GarageBand (and Soundtrack from the Final Cut Suite) index the loops, and then use this index. The loops live in /Library/Audio/Apple Loops, and the indexes live in /Library/Audio/Apple Loops Index. If you drag the folders from within /Library/Audio/Apple Loops into Garageband it should ask whether you want to index that folder.

If you really want to go all out, you can fish out the ALPindexer tool from the GarageBand installer, and then use it to re-calculate the indexes. That is what I do for the images that I maintain.
