GarageBand replacing Soundtrack

I recently updated my iLife to '08. I've always used Soundtrack for all of my custom music creation and audio work from FinalCut Express. I know that Soundtrack isn't being included in the suite anymore so I'm wondering if GarageBand has all of Soundtrack's functionality.

Can I have a video playing someplace to align loops with?
Does GarageBand automatically have all of Soundtrack's loops in its library?

I noticed that GarageBand & Soundtrack have different loops folders in Finder.
