GarageBand timecode and synchronizing issues

I'm using GarageBand to assemble a series of sound clips from multiple interviews. I'm having trouble with the timecode. It is starting at 4 seconds, and no matter what I try, it won't go to 0. Moreover, the editting window is not synchronized with the audio. How can I fix this?
