I'm currently saving up for a MacBook, but in the mean time I am looking for a program similar to GarageBand for a PC. Something that has the same features but is able to rip lyrics from songs as well. Does anyone know of one?

Garageband doesn't take songs from your iTunes library and make separate tracks from them if that's what you're thinking it does. It allows you to create music with premade loops and using things such as midi/usb keyboards and guitars.
 
I was trying to rip different lyrics of different songs to combine them to make a new one.
 
Sounds like you're thinking more along the lines of Abelton Live. You can separate vocals, bass, etc. into different elements and recombine those elements of different tracks to form a new one.
 
To rip lyrics (as in vocal tracks only) you would need to have that song in seperate tracks.
