For the last few days Texas has been suffering rolling power outages AND loss of internet -- Yes even cellular service. And the power & internet outages are not always at the same time. So it has been common to have power but no internet. In these situations launching 3rd party apps (e.g. VLC, IINA, etc.) can taking several minutes or may never launch.

This occurs with both Mojave and Catalina. So I’m suspecting that Gatekeeper requires an internet connection to check and allow the use of 3rd party apps. Can anyone confirm this and tell me how to disable Gatekeeper ?

I don't believe Gatekeeper has anything to do with it. The apps are very likely calling home to see if there are updates or in some cases to verify activation.

I have had the same problem here when my internet connection went down. The way around it (at least for me) was to go to the WiFi connection at the top menu and turn the internet off. I know that sounds redundant, but your Mac may be thinking the net is up and those apps that call home are not going to open until they complete their call.

Anyway, give it a try and let us know. BTW, I'm here in Fort Worth but thankfully we have not had any power blackouts as of yet.

Thanks for the suggestion. I’ll try turning off WIFI the next time we recover from losing power. But even if this works, the cure may be worse than the disease, for example i use VLC to record the real time video streams from several WIFI wildlife surveillance cameras.

FWIW We're just south of Austin and for the last few days we have had 2-4 power outages a day ranging from 1-4 hours each. Our ISP has been down most of the last few days. And AT&T, the only cell service in this valley, has been down more time than up :(

I feel for you. This cold weather has us all in its grip. I've had to thaw out my frozen kitchen water pipes twice now in the last several days.

T-Mobile has been up here in the Metroplex even though rolling blackouts have occurred in Dallas and most areas throughout Dallas county.

Hang in there, we should be okay by tomorrow.

Open terminal and enter:
sudo spctl --master-disable

password will be required.

After doing this, go to:
System preferences-->security and privacy-->general.
You should now see the "anywhere" option at the bottom.

If you try this, how about letting us know if it worked for you?

(I TURN OFF Gatekeeper on my Macs, and LEAVE it off).

I applied the terminal command to my 2018 Mac Mini running Mojave .And will run the test “soon”. But…

After nearly a week of rolling power outages and spotty internet access, we currently have both power and internet — at the same time! :) So I’ll run the test after we get caught up and report back.
