My girlfriend's brand new MBA (late 2018 model) feels slow. Performance in Photoshop or any other fairly advanced software takes a HUGE hit.

It's the base model: 1.6 Ghz, 128gb SSD, 8gb Ram.

I ran a Geekbench 4 CPU test and I got 3,470 Single Core and 6,154 Multi Core scores, which is rather low even for an Intel-Y processor.

In fact, her old Macbook 12" 2016 gets higher scores (WTF!!!!!).

Would you guys mind posting your scores? I want to confirm whether it's my unit, or the performance of the 2018 MBA is just lackluster.

The mostly likely reasons that come to mind for your low scores are:
1) Thermals. If your Macbook gets hot, it slows down so that it doesn't get too hot and damage itself.
2) Background programs. Having a lot of programs running in the background can steal resources your MBA needs to perform well. You can check on this with Activity Monitor.
3) Running on battery. A lot of laptops will run slower if they're not connected to wall power to conserve battery.
 
Depends on background processes. Reboot and check activity monitor, Mac OS could be indexing Spotlight or some other process.
