Genius and iTunes Store

Why do I have to give Apple my credit card to use Genius and why is the iTunes store not loading?

When I click iTunes Store on the sidebar it just says "Accessing iTunes Store" and nothing happens.

I'm on Vista using the latest version of iTunes. It's driving me bonkers.
