iOS Gestures in a view below a textview or scrollview

I have been struggling with this for a while now but basically I have a UIView with a UITextView or UIScrollView placed on top of it. I want to be able to left, right, and up swipe the bottom UIView.

I'm not sure how to approach this in a proper fashion. What would be the best methodology for getting this to work.
