I unenrolled my Apple ID from the Beta program several months ago, but my Apple TV still shows the "Get Beta Updates On/Off" option in the settings of my Apple TV. Is this normal or a bug?

As said above, it's part of the UI and they have always been there. As far as I can remember this is where you do the "Public Beta" from. I have Developer Profile Credentials that are input elsewhere. But will show up under "Profile". You may have a "Profile" set and that is why the On/Off switches don't work. Until the profile is deleted, you'll still get updates.
