Get Info - Can I get it to behave like in 10.3?

Yeah, pretty much.

10.3 Get Info -> Multiple items selected: One window with details on all the selected items.

10.4 Get Info -> Multiple items selected: One window per item.

Any way to get Tiger to behave like Panther in this regard? I don't get why they revived the wholly awful way of getting info that OS9 had.

Yes, kind of... You can use Show Inspector instead (hold down alt in a contextual menu to get this to show instead of Get Info or press apple-alt-I instead of apple-I). This will open up a Get Info style window that shows the info for the highlighted item (and changes as you highlight different items) or multiple items.
