Getting all music into iCloud

Does anyone know how to get all of one’s music onto the cloud so that you have all the same songs on all your devices?

I bought some songs outside of iTunes on my Mac, and then had some other music that I didn’t get off iTunes on my iPad. Now when I try to sync my iPad to Mac it either overwrites everything on my Mac or everything on my iPad.

How do I manage things so all my songs are on both devices?
