Getting full quality photos from 6SPlus to 7Plus

Using iCloud Photo Library, I have the option turned on to not optimize photo storage on my 7Plus. Does this mean it's transferring the full sized versions of the photos and videos to the 7?

This should download the full size files to your phone. As per my investigation, it takes a while to fully download them(more than a day, depending on quantity). If you go one by one it will force download them instantly. You could tell as some pics will display the little loading pie chart at the bottom right.
