I live in the caribbean right now, and finally the network here on the island is getting new Iphone 5's tomorrow. But they will be locked to the network here.

I was thinking to buy the phone, and get it unlocked online. But my friend told me that our carrier can not be unlocked, only Iphones from the US. I thought it depends on the device, not the carrier to have the phone unlocked.

Is this info accurate?
 
Unlocking is completely dependent on the local carriers. You might want to inquire with your local carriers to see their unlocking policies or see if Apple sells unlocked devices direct.

If you want to import a fully priced device, Verizon US devices come SIM unlocked.
