Just got my new iPad mini retina today. I set it up from an iCloud backup. I was never prompted to download iWork and all that. Is there any way to get the free iWork and iLife stuff without setting up as a new iPad?

I wasn't sure, so I just set my new iPad up as new and had no issue with getting iWork. Maybe someone else knows for sure.
 
If you go into the app store on the device, go into "Featured->New to the App Store?->Apps Made by Apple" you should see the Apple apps that you can download for free.
 
I discovered that after you are all set up, you need to log out of the App Store. Once you log back in, the iWork and iLife stuff will appear as FREE on the App Store.
