Getting Messages to Work in Mac Server

I setup Mac Server (Sierra) and created a new Internet account on the remote machine. That seemed to authenticate fine. Calendars, for example, works correctly with this setting.

Yet, when I go into messages, I get a dialog saying either the login or the password is incorrect and I get a password dialog that won't accept the same password accepted when I set up the Internet account.

Thus, I can't use Messages on the Mac Sever.

Any suggestions on what's up here?

Is the user enabled for Messages and is the messages Service running on the macOS server? Also, under logs are there any errors in the Messages Service log?
