By all accounts it should be working.

But it doesn't.

Power supply is fine, I've tested each and every output. Hard drive is fine... although if I'm not getting a picture period that shouldn't be the main problem. The RAM works. The machine chimes... except it chimes regardless of whatever the state of the board is. I tried powering it on without any RAM installed and it just chimed like nobody's business. I'm used to Macs that don't chime when there's no RAM installed.

Where do I go from there? The manual says to replace the logic board (quite hard to actually do) or replace the DIMMs (which already work) or replace the PSU (which as I said works).

EDIT: I just noticed two things: I forgot to mention I replaced the PRAM battery (just got a garden-variety AA battery holder, cut off the leads from the old battery and soldered them to the battery holder) and there's another issue. It won't start unless I force the PSU on for a bit. I suspect it's a capacitor issue but I'm not at all sure.
