I've noticed that my iPad Pro 9.7 has been getting severe battery drain while not in use after they updated the Video app to the TV app. It seems that the TV app is preventing my iPad to go into Standby mode according to the battery meter under settings. My iPad shows that it has been in use for over 72hr but I know that the only thing I've used it for in the last 3 days is to watch maybe 2 hours of video. It is also down to 27%, previously I would go a week and lose maybe 50% at most.

Is anyone else having these issues?

Well that's crummy. The TV app hasn't come to my country yet, so I still have the old Videos app - I do however recommend closing out of the TV app from the App Switcher, if it's causing you these kinds of problems
