iPhone 3G or the 3G service on the iPhone 4?

iPhone 3G, no. It is for the iPhone 4 only.

3G Service on the iPhone 4, if the carrier you're going to be using the service with supports the frequency that the iPhone uses for 3G internet, yes. If not, you'll be on EDGE (just like T-Mobile with the iPhone).
