Ghosting apps and respring are issues again on iOS 8.1

I've noticed that iOS 8.1 has the issue where when you close apps (swiping up to flick them away) the apps still are there.

The respring issue that plagued iOS 7 (that 7.1 killed) is now back, too. What gives?
