gif applications?

I take it you mean a .gif animation. A Google search brought me HERE. It lists some applications, and the one Smart Dubbing seems to be what you're after, though unfortunately the link is broken.
got photoshop? imageready will do it with many types of videos. you can also open it in quicktime and export (pro) as individual jpeg's and then use an app to animate THAT.
