I take it you mean a .gif animation. A Google search brought me HERE. It lists some applications, and the one Smart Dubbing seems to be what you're after, though unfortunately the link is broken.:(
 
got photoshop? imageready will do it with many types of videos. you can also open it in quicktime and export (pro) as individual jpeg's and then use an app to animate THAT.

You sound like you may have some experience doing this. Are there options I need to look into so that the gif will be prime to post on the web. A search of Versiontracker led me to an app called GifBuilder, which seemed popular. I cut down my video clip using QT, opened the clip in GB, looped it and saved. But it seemed that the images were a bit much for the web, as the colors were kind of skewed. Any suggestions.
